Just going back through some Corel and other clipart CDs I realised that
none of it is actually true royalty free. The image licenses are so
restricted about all you can do with them is make a bookmark for your kids
to throw in the rubbish bin.

What are the sources for 'actual' royalty free clipart that I can use
commercially?

I just want a few good quality bits of art to do some basic advertising in
magazines and flyers. I looked at the license for the microsoft online
clipart and photos and they are only for home use and therefore useless to a
basic need (art allowed to be used in commercial context)

And as for photographic public domain images, where can I find those? Even
searching on wikimedia commons, hardly anything is 'public domain'. People
are now copying over a bunch of crap from flickr with these funky gnu and
creative commons licences.
Could someone please provide a list of links to genuine royalty free
clipart, and public domain photos?

(all I can find is yobbos trying to sell stock photos!)

Gee someone trying to sell their work is a "yobbo". I guess you are
advertising for a charity then.
If you are completely incapable of taking any photo's yourself, I'm sure
there are photographers here that might help your genuine charity
organization if you tell us what it is?

There is a difference between "Public domain" and "Royaly free". Only
the former is completely free, the latter means that, in return for a
one time fee, you can use the work in question as many times as you wish
without paying a fee per use or royalty.
